HMIS          
The DLA (Defense Logistics Agency) developed HMIS (Hazard Material Information System) to track and make available the roughly 100,000 MSDSs the government processes annually. The database contains 140,000 MSDSs and can be purchased from a number of resellers, but suffers from a list of problems that have been widely acknowledged by both government and private users. They include:

• Processing documents takes up to nine months from the time they are submitted until they appear on the CD-ROM
• A large percentage (possibly as high as 70%) of the MSDSs on the CD-ROM are duplicates. This is caused by each government entity assigning its own ID# to the product. The result is the same product being listed for the Army, Navy, etc
• Additional duplication is caused by archiving old documents on the CD-ROM
• No effort is made to obtain the most current MSDS. What is submitted is processed
• All documents are keypunch data entered which means that they do not qualify under the OSHA standard as being "from the manufacturer" and the user assumes liability.
